This DelphiNEAT.zip is the original file that used to be downloadable at University of Texas. 

Now, the link is broken and lost.

Here, I have uploaded for the people looking for this file.

I am trying to make a converted version of this one to Lazarus IDE version for ARM Linux SBC devices.

(Warning : from the original DelphiNEAT project file, you will have to remove a file "uMisc.pas" which does not exist on the folder, and then add "uNEATMisc.pas" to compile and install package.)
